Congrats!!!!

The first page of "Mumbai Mirror" carried a story titled "Congrats, Ab rash driving band karo!". For those who missed out on the sequence of events that lead to this headline grabbing event, here is a short recap.

On 14th August 2005 Manish Khatau, nephew of Panna Khatau (owner of Khatau Mills) was arrested after he rammed his car into a barricade outside the Police Gymkhana, grievously injuring Police Constable Jitendra Chintamani Rokhade (Read full story). After the deed Manish did what every honest, self respecting person would do in a similar situation.

He fled the scene!

He was subsequently caught and charged under under Sections 307 (attempt to murder) and 333 (voluntarily causing grievous hurt to a public servant to deter him from duty) of the Indian Penal Code.

Anyway, coming back to today's headline, it seems that MK (Manish Khatau) was absolved of the charges by the High Court. The paper reported that "hours" after the decision the Khatau family went to deputy chief minister RR Patil's residence to seek his "blessings".

The news item has left me rather confused. I have a few questions that I'm hoping someone can answer:

1. Is this a new trend that I am unaware of i.e. after getting discharged by the court you need to go the the deputy CM's residence to seek his "blessings"??? Will pickpockets, rapists, thugs, murderers who have been let go by the court be lining up at his house from now on?

2. The deputy CM allegedly said "Congrats! Ab rash driving band karo". I'm not sure what this means on two counts.
a. Congrats for what? Running over a 40 yr old constable on duty in the wee hours of the morning, fleeing the scene and then getting away with it unpunished?
b. "Ab rash driving band karo" - but the court has just exonerated MK hasn't it? Technically isn't the Dy CM in contempt of court?

3. This whole incident was photographed. The front page of the paper carries a photograph of a rather glum MK. Now I think this is a little odd. Is there a TOI journo and photographer permanently posted inside Mr Patil's residence? I doubt it. So did the Khatau family bring along a journo and photographer to record this historic event or did the Dy CM set this up? Wonder what the instructions to these press guys were? "Make sure you tell your editor that this makes it to the first page of the tabloid". "Photograph MK's left profile only! Otherwise readers might see the smirk on his face from getting away scot-free!".

Can someone please help me find answers to these questions?
